Associations should also consider amending their Declaration/CC&Rs to include a rental restriction that requires the governing documents to be incorporated into any lease with a tenant. Informing owners AND tenants of the rules, and uniformly enforcing them over the long term, greatly reduces the incidence of "unruly" tenant behavior, in our experience.
